Commission’s draft rules make low-carbon hydrogen ‘practically impossible’, say stakeholders


A coalition of organisations has urged the European Commission to provide more flexibility in rules on low-carbon hydrogen, warning that current drafts could make it “practically impossible” to develop projects.

In a joint statement, the signatories said the proposed regulation risks creating excessive complexity, raising costs, and stalling investments in low-carbon hydrogen and derivatives.

The draft delegated act (DA) defines the greenhouse gas (GHG) methodology for low-carbon hydrogen, including methane reforming with carbon capture, methane pyrolysis, and fossil hydrogen-based synthetic fuels.

To qualify as low-carbon, fuels must achieve at least a 70% reduction in lifecycle emissions compared to a fossil fuel baseline.
