Policy gaps stall hydrogen and renewables investment, while fossil fuels take priority: DNV

New analysis from classification company DNV has revealed that more than half of oil and gas company respondents are now prioritising fossil fuels over renewables, amid the slow development of emerging alternatives such as green hydrogen and synthetic fuels.

In its Energy Industry Insights 2025 report, DNV surveyed publicly listed and privately held companies across the energy sector. 53% now plan to prioritise fossil fuels over the next five years, up from 46% in last year’s survey.

“Even in the power sector, 24% say they will put fossil fuels ahead of renewables over the next five years — more than double the figure (11%) from 12 months ago,” the report states.
