Chile updates strategy with Green Hydrogen Action Plan

Chile aims to introduce hydrogen production technology into high schools as part of its new Green Hydrogen Action Plan.

Launched to reduce installation and production costs by 2030, the plan will explore how to establish the conditions during 2023 and 2026, before solutions will be implemented between 2026 and 2030.

Electrolyser equipment will be installed at Chilean high schools to teach the electrolysis process and other components of the hydrogen value chain at a young age. This is expected to begin in the Magallanes region, before continuing to Antofagasta and Biobío.

President Gabriel Boric announced the plan after a document was prepared by members of the Strategic Committee, which included opinions of more than 1,000 people within the public and private sectors, civil society and academia.

“The industry is taking off. There are more than 50 projects in Chile in different phases of development, especially in Antofagasta and Magallanes,” explained Boric.

“Among the many initiatives underway, I would like to highlight the pilot plan in Coquimbo and La Serena where there are 2,000 homes and businesses that already have access to green hydrogen, which has reduced CO2 emissions.”

Under the plan’s guidelines, 81 measures will be distributed across 18 lines of work over two stages. Starting now, environmental, social and labour standards will be defined, whilst progress will also be made on tax and financial incentives.

From 2026, the government will develop territorial planning instruments and regulations, support local development, promote citizen participation and prepare human capital to further develop the green hydrogen industry.

The formal opening of the Ventanilla Facility H2V will be ensured with Green Credit, which will support the financing of green hydrogen projects. A second land allocation process will also begin, along with the awarding of a tender to strengthen the Mardones Dock to increase logistical capacities for export.

The plan is part of the National Green Hydrogen Strategy released in 2020. Boric said, “It [the plan] aims to reduce installation and production costs by 2030, and position us as one of the most competitive producers throughout the world, as well as one of the main exporters from now to 2040.”

The strategy aims for 4-5GW of green hydrogen production in 2025 and up to 25GW by 2030. It wants to achieve the lowest levelised cost of green hydrogen production globally by 2030 in the Magallanes region.
